It’s not a cartoon, and it’s not for kids. I don’t even like the whole “Believe it!” thing, but he says it because Naruto grew up with the world against him. All odds were also against him so when he says he’s going to do something, it’s usually something that would be impossible for someone who grew up like he did – like become Hokage. Believe it! Specific episode? Well, my favorite “believe it” was when Sasuke was saying to Naruto in an obviously MOCKING voice “There ARE other ninja here…believe it!” Ha, Sasuke saying it was hilarious
